Telecom Vendor raises 350 crore for 5G

NEW DELHI:  PertSol (Pert Telecom Solutions) is looking to raise Rs 250-350 crore at the valuation of Rs 1,000 crore from private equity firms to expand its international operations and to build a 5G portfolio to tap the domestic opportunity, sources said.

“PertSol is in discussions with certain organizations and PE to raise funds for their expansion plans,” a source familiar with the matter told ET. “The company is planning offices in the US, the UK and Singapore.”

The person added that the company intends to also use the money to expand its 5G solutions portfolio which will help to to tap tier 1 and tier 2 telecom operators in India and other global markets.

The company has also bagged a deal from British Telecom (BT) to deploy IPLC Lawful Interception for their Indian ILD network. A company spokesperson confirmed the deal and said that PertSol also won projects from international organisations such as Ring Central for OTT Interception. He, however, didn’t offer any comments on fundraising plans.

“…this year, we have successfully delivered a project in Uganda and are rapidly expanding in other geographies,” the spokesperson added.

Domestic tech majors like Tata Consultancy Services (TCS), Tech Mahindra, HFCL, and L&T have been shortlisted by state-run BSNL to conduct 4G Network trial to test their local equipment. These firms will be given four months’ time to conduct the trials and display proof of their 4G network technology, after which the successful ones will be eligible to bid for rolling out BSNL’s 4G network. Traditional global telecom network firms like Nokia, Ericsson, Samsung, Huawei, etc, did not participate in the process for the trials.

Trials are necessary because BSNL has been mandated to use equipment from local firms only for its core network as part of what is called a system integrator-led model.

According to officials, the trials will be conducted at five locations to test the equipment. TCS, which has partnered with C-DoT for core network and Tejas and Altiostar for radio equipment, will conduct the trials at Chandigarh.

Tech Mahindra will conduct the trials with core equipment of Pertsol and radio network of Sterlite and Altiostar at Pune. Similarly, HFCL will conduct trials with Pertsol and Mavenir at Chennai and L&T, too, will do along with Pertsol and Mavenir at Bangalore. State-run ITI will conduct trials at Ambala.

Under the multi-vendor model for which trials are being conducted, the 4G network would be built and managed by a system integrator, which would basically partner different companies for hardware and software and assemble everything. This is a new model that is being tried globally. For BSNL, as the system integrator would be an Indian player, it would lend a domestic touch in building the network.

Most private mobile operators have built their networks through turnkey contracts awarded to a single vendor, which, after commissioning, also manages it under managed services agreement. It saves cost and improves network efficiency. In the system integrator model, the network would have components of several players, basically by way of assembling, which may increase costs and lead to quality issues or technical glitches.

BSNL expects 4G rollout within a period of 10 months on successful completion of trials. Assuming that trials are successfully completed in four months, the network can be rolled out after 14 months from that date. But, in case the trials are not completed within the specified timelines, then rollout timelines may also get extended.

HFCL and L&T have submitted their bid with US-based Mavenir for radio and with Mumbai based PertSol for  4G Core. Tech Mahindra has submitted bid with Sterlite for radio and Pertsol for core technology.

ITI and TCS have submitted their bid with state-run C-DoT for core technology and Tejas Networks for radio. ITI and TCS have separately submitted a bid together, said people aware of the matter.

The submission by Bangalore-based Galore Networks came as a surprise to many. As per information available on its website, the company claims to offer end-to-end solutions are centred around 5G, IoT, Cloud Offering’s/NFv -SDN and legacy network products ranging from 2G-3G & 4G.

Galore, which was established in 2013, hasn’t partnered with any other company for core and radio technologies for the EoI, sources said.

All participating companies, also known as master system integrators, submitted their EoIs on Tuesday. BSNL will finalise and give a letter of intent to qualified bidders, who will be required to submit bank guarantees (BG) of Rs 5 crore to start proof of concept (PoC) to be completed within four months.

“Selected MSIs will have to do PoC. There are eight cities in total and every MSI will get one city, where they will have to deploy RAN and core under the PoC to test their technologies. Once successful, they will be allowed to participate in the tender,” a person working with a leading home-bred vendor told ET.

BSNL’s survival depends on the launch of 4G services, and it expects 4G rollout within 10 months of successful completion of trials by local companies, and if the Proof of Concept (PoC) gets completed within four months, the network could be rolled out after 14 months from the said date.

Otherwise, the telco believes the specified rollout timelines would also get extended.

PK Purwar-headed BSN’s 4G network launch has been dragged following a series of controversies involving homegrown companies and their multinational rivals. The fourth-largest telco had to scrap the notice inviting tender (NIT), released in March last year on the back of outcry from local telecom companies alleging restrictive conditions.

In January 2021, BSNL come out with a detailed notice inviting e-tender, for planning, testing, deployment and annual maintenance of its much-awaited 4G core network across four operational zones in addition to Delhi and Mumbai circles for 57,000 sites on a turnkey basis. However, the conditions required its partners like Nokia to deposit their source code for core and radio network in an escrow account.

However, the Empowered Technology Group (ETG), headed by Principal Scientific Advisor K. VijayRaghavan approved the plan in late March, which will allow multinational vendors like Nokia and Samsung to apply for the telco’s 4G tender. The Department of Telecommunications (DoT) had also given its nod to split the tender for the rollout of the 4G services into two parts as BSNL was facing delays owing to the slow pace of trials by the Indian companies.

BSNL will reportedly bring out a fresh tender for 50,000 4G sites wherein the state-run firm can buy equipment from global firms like Nokia, Ericsson and Samsung, which were previously.

The project is a combination of Planning, Engineering, Supply, Installation, Testing, Commissioning & Annual maintenance of location-based system (including GMLC, SMLC, SAS and e-SMLC) and its Integration with LIS system and CMS for BSNL’s 2G/3G/4G networks across north, east, south & west zones.

Almost a decade ago, Government of India introduced newly mandatory regulations for Indian Telecom Service Providers (TSP’s) including Implementation of Location Based Services (LBS) System.

The inclusion of Location Based Services (LBS) into UAS Licensing Department of Telecommunications (DoT) in 2011, mandated Indian TSP’s to accelerate their move and adapt the new norms.

Post these amendments, another mandate was released by DOT in 2016, where TSP’s were to integrate GMLC (Gateway Mobile Location Centre) with all the PSAP’s (Public Safety Answering Point) providing real-time location of the distress callers to emergency services. This process will ensure the location of all the callers, calling PSAP numbers like 100, 102, 108, and 112 automatically be made available to the Emergency Service Providers by TSP’s in minimal time.

PertSol iLocator (LBS platform) will connect to all PSAP’s and enable BSNL to commercially exploit LBS services across all their circles in India.

Sandhu said that, PertSol is the major third-party solution provider to BSNL under phase VIII.4. “Around 80-85% of the business came to us through Nokia and ZTE. We deployed our security, compliance, remote access, IP log and fraud management, and location-based services for BSNL’s PAN India network.”
