It sends messages in the form of text SMS/Voice messages to pre-determined set of phone numbers. SMS and Voice messages will be sent in different languages so that the all members of the community in vulnerable areas can  understand the message. It can also forward warning messages via social media platforms as well as media broadcast stations. iAlert provides many channels to send messages and the choice of channel can be determined depending upon time to impact of the disaster. The system will ensure effective communication before,  during and after an emergency.

iAlert – Location Based Alert System

PertSol iAlert allows for sending text messages (SMS) to all mobile subscribers present in the vulnerable area to be affected by Cyclone or any other Disaster. It also includes both national subscribers and international roamers. The operator is able to draw a polygon of a particular area through GIS map and send alerts to all the mobile phone users who are present at that time inside the polygon. It sends alert to people based on their real-time location at the time of sending the alert. Our solution is independent of the mobile handset, i.e. it supports both smartphones and feature phones/non-smartphones). Furthermore, our solution does not require any configuration changes on the subscribers’ handsets.

Key Features

iAlert can be used to send alerts through multiple channels including legacy as well as new channels. Alerts can be sent via SMS, voice calls, Cell Broadcast, social media, email or using TV/ Radio broadcast. Moreover, the alerts can be configured in multiple languages depending upon the targeted recipients.

It captures location data of either pre-difined mobile numbers or all the mobile phone subscribers present in a geo-fenced area. The location is fetched on real-time basis and same is reflected on the user’s screen without any delay.

System supports complete Common Alerting Protocol stack for interfacing with various nodes for sending alerts. It will support CAP based integration with Radio Networks and Television Network as well.

It allows users to create multiple geo-fence for immediate and later use. The Maps can be web based or system can also integrate with local GIS databases and ESRI based maps. User can draw a polygon demarcating the place of interest and can either save that demarcated region for later use or can send alerts to the selected area immediately.

System can automatically segregate fixed-line and mobile subscriber to ensure that alerts are communicated in best possible medium. E.g. only voice calls for fixed line subscribers, both SMS and voice calls for mobile subscribers or as configured.

System is kept secure and doesn’t share the subscriber data with any system user. System only receives requests from the central node and sends alerts and responses based on the request. Only in case of calamity and as per system configuration the details are sent to central node for the area/geo-fence in consideration.

The system allows to store mobile or landline numbers of first responders and other
stakeholders in a single group or multiple groups. Operator can also create sub-groups within a group for further
differentiation/classification of people intended to receive alerts. Operator can select any of these groups/sub-groups
to send the alert based on the nature of the emergency. Either one or multiple groups/sub-groups can be selected
simultaneously for sending alerts. These group can be edited to add or delete any number.

Alerts can be configured and modified through UI in multiple languages through various methods as below:

  • Text Entry Support entry of messages in multiple languages using Unicode.
  • Text to Speech System shall automatically translate messages from text to speech.
  • Audio/Video Recording Alert messages can be recorded and sent.

Alert configuration module also supports configuration of number of messages (text and voice messages) to be sent,
retry/repeat intervals, number of times the message has to be sent in a day, number of retries in case of failed message delivery and also the number of hours/days for which the alerts are to be sent.

Live reports as well as daily reports shall be available for long term retrieval purposes. All kind of reports can be generated like message delivered, call completed, message/call failed, retry attempts, line busy etc. The reports will have the date and time stamp for each of the alert message. System will maintain log of all the messages on the basis of their delivery i.e. delivered, not delivered pending, queued or failed. It will also maintain log of all the people to whom the message was delivered, not delivered, pending, queued or fail to deliver. All the alert delivery reports will have date and time stamp.

The reports can also be seen on GIS platform. Also, the delivery SMS alerts will be colour coded on the basis of their
status. Moreover, all the MIS reports can be downloaded in .CSV, PDF or excel format.

iAlert has in-built load balancing capability which detects network overload/congestion and accordingly switches to the next best network for delivery of messages. It automatically selects the next available SMSC in case of SMS delivery or next PRI line/SIP Trunk in case of voice message. Moreover, it will prioritize alert messages in case of network saturation/congestion.

iSMLC-Serving Mobile Location Centre

Intelligent Serving Mobile Location Centre (iSMLC) - Overview

Intelligent Serving Mobile Location Centre (iSMLC) –  It calculates the final location of the subscribers. Along PertSol iSMLC is part of PertSol iLcoator product suite which caters CSP’s location service requirements. iSMLC manages the overall coordination and scheduling of resources required for the location of a UE (User Equipment) that is attached to RAN. It calculates the final location of the subscribers along with their velocity estimates and also determines the degree of uncertainty/error in the final location.
iSMLC supports both UE based and Network Based positioning methods. It interacts with both UEs as well as BSC/RNC/MME to retrieve location information as required by UE or Network Based positioning methods respectively. iSMLC either receives the location request from the UE (in the case of mobile-initiated location requests) or relays the the location requests to the UE (in the case of network-initiated location requests).

iSMLC along with iGMLC can fulfil complete location service requirement of an operator across all technologies.

SMLC Architecture

For GSM and UMTS network, iSMLC resides in RAN (GERAN and UTRAN) and integrates with BSC and RNC/SGSN over Lb interface Iu interface respectively. The communication with the BSC or RNC is done through PCAP for tunneling RRLP (Radio Resource LCS Protocol) messages. Results are sent back via RANAP between the RNC and MSC/SGSN or BSSAP between the BSC and the MSC/SGSN.

Whereas for LTE network, iSMLC is attached to E-UTRAN and integrated with MME over SLs interface. The SLs interface is used to transmit LCS-AP messages and parameters between the MME and E-SMLC.

Control Plane Positioning Methods

iSMLC is capable of performing control plane and user plane localization methods. iSMLC selects the methods to be used for getting location information depending upon the location request requirement defined by the LCS clients or the capability of the network like the number of available LMUs, cell size and other paramteres.

Cell ID is the most rudimentary method of identifying location of the subscribers. Cell Identity (Cell-ID) localization method returns the geo- coordinates of the serving sector as the location estimate of the subscriber.

It is dependent upon the cell radius and the angle of coverage (if available). Its accuracy can vary from few hundred meters to few Kilometers depending upon the size of the cell.

This positioning method is an enhancement of Cell-ID method and is used in GSM network. This method uses Timing Advance parameter which restrict the location of subscriber by pointing the subscriber within a 550 meter wide angular ring. The accuracy of this method will decrease as the device moves farther away from the serving cell.

In UMTS & LTE network Round Trip Time (RTT) parameter is used which corresponds to Timing Advance in GSM. Cell Identitiy with RTT achieves a much higher precision in UMTS than in GSM networks, due to its much higher bandwidth. This improves the spatial resolution of RTT values due to which the system is able to reduce the confidence region and generate location coordinates with higher positioning accuracy.

It is a hyperbolic multilateration positioning method. It relies on the time difference of arrival (TDOA) measurements to estimate the location of the target subscriber/UE.

There is a TDOA measurement for each pair of reference nodes, yielding a hyperbolic line-of-position, with multiple refernce stations as focuses. The accuracy of this method depends upon the number of reference nodes.

It is a multilateration based positioning method. In this method the User Equipment (UE) measures the time of arrival (TOA) of signals received from multiple base stations.

The TOAs from several neighbouring base stations are subtracted from a TOA of a reference base station to form Observed Time Differnece of Arrival.

Assited GPS (A-GPS) – It is an enhancement of standalone GNSS/GPS. It provides the most accurate location information of a UE with an approximate
range of 10 meters. This methods depends upon the radio signals sent by satellite to user’s mobile device.

The cellular network assists the GPS receiver by providing assistance data for the visible satellites. This method works best when used outdoors as it need a good view of sky to work properly.

Business Drivers

For many years, Satellite-based GPS (Global Positioning System), assisted GPS (A-GPS), NAVIK, and other systems have been introduced within mobile devices that use cellular services to track devices by their Cell ID (CID). But these methods have limitations in their own way to track devices.

Also, many Communication/Telecom Service Providers are non-compliant to the LCS
requirement for emergency services as mandated by Government Regulators and also have not yet scratched the top of the potential of the location services for commercial activities.

iGMLC Overview: Intelligent Gateway Mobile Location Centre

PertSol iGMLC is a part of PertSol’s complete location-based services, which define the process of mapping the received coordinates (latitude and longitude) in a well-defined universal format, to the geographical area and sending this information back to the requested services.

iGMLC is the first point of contact for an external LCS client in a PLMN. On receiving a location request for a mobile user, iGMLC requests routing information from HLR/HSS. After performing registration authorization, it sends positioning requests to either VMSC, SGSN, MSC or MME and receives the final location estimates from the corresponding entity. 

iGMLC’s flexible integration adapters allows it to integrate with other GMLCs to identify the location of roaming subscribers.

iGMLC also has in-built Location Retrieval Function (LRF) which is responsible for retrieval or validation of location information. It also provides routing and/or correlation information of an UE that has initiated an IMS Emergency session. Currently, iGMLC supports location-based services in GSM (2G), UMTS (3G), and LTE interception(4G) networks, with roadmap for 5G network support. It supports 3GPP as well OMA standards for Location based services.

iNterceptor: Benefits

iNterceptor is capable of handling networks with very high throughput requirements. It can handle multiple 100 Gbps links and is capable of selecting required traffic from these links. PertSol iNteliProbe has been tested and implemented for traffic up to 40 Gbps per probe. The integrity check mechanism periodically checks the network elements and if required corrects the erroneous states. It will query the network element for the placed intercepts and add missing intercepts, remove invalid intercepts, etc. This mechanism is used to detect and correct both network flaws as well as tampering with the interception solution. In case of correction of an erroneous state, this will be notified to the operator.

iNterceptor has a vast range of Input/Output adapters which makes it compatible with all the available access technologies and network equipment of all the major equipment providers. If required, customer-specific Input or Output adapters can be developed.

Advance Search Query – It provides for search based on MSISDN, IMEI, IMSI, Cell IDs (all that are used in session),  Translated IP, Translated Port, Destination IP, Destination Port, Date and time. Multiple inputs are allowed for each of  the parameter wherein we support query of multiple MSISDN/IMSI/IMEI, Source IP, Cell-ID, Destination IP, Source Port, Destination Port by entering comma separated values.
