iAlert – Group Messaging
iAlert – Group Messaging is a warning and mass notification system based on text or voice messaging via cell phone network, for effective communication with first responders and other stakeholders (Govt./Public) who are responsible for management of an emergency or disaster situation. It provides advance intimation to officials to initiate preventive actions to minimize likely of human lives due to impending disaster. It can also be useful in sharing post disaster information like helpline number, nearest rescue shelter, the do’s and don’ts and other helpful information.
It sends messages in the form of text SMS/Voice messages to pre-determined set of phone numbers. SMS and Voice messages will be sent in different languages so that the all members of the community in vulnerable areas can understand the message. It can also forward warning messages via social media platforms as well as media broadcast stations. iAlert provides many channels to send messages and the choice of channel can be determined depending upon time to impact of the disaster. The system will ensure effective communication before, during and after an emergency.
iAlert – Location Based Alert System
PertSol iAlert allows for sending text messages (SMS) to all mobile subscribers present in the vulnerable area to be affected by Cyclone or any other Disaster. It also includes both national subscribers and international roamers. The operator is able to draw a polygon of a particular area through GIS map and send alerts to all the mobile phone users who are present at that time inside the polygon. It sends alert to people based on their real-time location at the time of sending the alert. Our solution is independent of the mobile handset, i.e. it supports both smartphones and feature phones/non-smartphones). Furthermore, our solution does not require any configuration changes on the subscribers’ handsets.
Key Features
iAlert can be used to send alerts through multiple channels including legacy as well as new channels. Alerts can be sent via SMS, voice calls, Cell Broadcast, social media, email or using TV/ Radio broadcast. Moreover, the alerts can be configured in multiple languages depending upon the targeted recipients.
It captures location data of either pre-difined mobile numbers or all the mobile phone subscribers present in a geo-fenced area. The location is fetched on real-time basis and same is reflected on the user’s screen without any delay.
System supports complete Common Alerting Protocol stack for interfacing with various nodes for sending alerts. It will support CAP based integration with Radio Networks and Television Network as well.
It allows users to create multiple geo-fence for immediate and later use. The Maps can be web based or system can also integrate with local GIS databases and ESRI based maps. User can draw a polygon demarcating the place of interest and can either save that demarcated region for later use or can send alerts to the selected area immediately.
System can automatically segregate fixed-line and mobile subscriber to ensure that alerts are communicated in best possible medium. E.g. only voice calls for fixed line subscribers, both SMS and voice calls for mobile subscribers or as configured.
System is kept secure and doesn’t share the subscriber data with any system user. System only receives requests from the central node and sends alerts and responses based on the request. Only in case of calamity and as per system configuration the details are sent to central node for the area/geo-fence in consideration.
The system allows to store mobile or landline numbers of first responders and other
stakeholders in a single group or multiple groups. Operator can also create sub-groups within a group for further
differentiation/classification of people intended to receive alerts. Operator can select any of these groups/sub-groups
to send the alert based on the nature of the emergency. Either one or multiple groups/sub-groups can be selected
simultaneously for sending alerts. These group can be edited to add or delete any number.
Alerts can be configured and modified through UI in multiple languages through various methods as below:
- Text Entry Support entry of messages in multiple languages using Unicode.
- Text to Speech System shall automatically translate messages from text to speech.
- Audio/Video Recording Alert messages can be recorded and sent.
Alert configuration module also supports configuration of number of messages (text and voice messages) to be sent,
retry/repeat intervals, number of times the message has to be sent in a day, number of retries in case of failed message delivery and also the number of hours/days for which the alerts are to be sent.
Live reports as well as daily reports shall be available for long term retrieval purposes. All kind of reports can be generated like message delivered, call completed, message/call failed, retry attempts, line busy etc. The reports will have the date and time stamp for each of the alert message. System will maintain log of all the messages on the basis of their delivery i.e. delivered, not delivered pending, queued or failed. It will also maintain log of all the people to whom the message was delivered, not delivered, pending, queued or fail to deliver. All the alert delivery reports will have date and time stamp.
The reports can also be seen on GIS platform. Also, the delivery SMS alerts will be colour coded on the basis of their
status. Moreover, all the MIS reports can be downloaded in .CSV, PDF or excel format.
iAlert has in-built load balancing capability which detects network overload/congestion and accordingly switches to the next best network for delivery of messages. It automatically selects the next available SMSC in case of SMS delivery or next PRI line/SIP Trunk in case of voice message. Moreover, it will prioritize alert messages in case of network saturation/congestion.
